KANSAS CITY, MO. — September 17, 2026 – Swope Health announced today the appointments of Julian D. Lee, DBA, MHA, MAM, as Vice President of Operations, and Scott S. Criqui, MAHR, as Vice President of Human Resources, strengthening key areas of the health center’s management team.
Lee brings more than 12 years of Federally Qualified Health Center experience, spanning clinical, technical and operational leadership. He has led major initiatives in continuous operations improvement, lean management systems, health information technology, COVID-19 testing and vaccination operations, and revenue cycle optimization.
Most recently, Lee served as Director of Performance Excellence and Process Improvement at Siouxland Community Health Center in Sioux City, Iowa, where he provided strategic direction for performance excellence, information technology, electronic health record operations and organization-wide improvement strategies serving approximately 36,000 patients annually.
At Swope Health, Lee will oversee practice management, call center operations, optometry, lab, radiology, outreach and enrollment, and support other critical health center operations including capital projects, facilities, pharmacy and transportation.

Criqui brings more than 20 years of progressive human resources and organizational leadership experience across healthcare and mission-driven nonprofit organizations, with expertise in workforce strategy, talent acquisition, organizational effectiveness, leadership development and culture. Most recently, he served in human resources leadership roles at The University of Kansas Health System, supporting workforce strategy and talent initiatives for a workforce of more than 5,000 health care employees. His experience there also included leadership of nursing talent acquisition and organization-wide belonging and engagement initiatives.
Criqui previously served as Director of Human Resources for Bert Nash Community Mental Health Center and held human resources and interim executive leadership roles with Trinity In-Home Care, Hospice Care of Douglas County and Headquarters Counseling Center.
As Vice President of Human Resources, Criqui will provide leadership for Swope Health’s human resources strategy, with an immediate focus on talent acquisition, organizational effectiveness, workforce development, employee engagement, retention and building a strong, mission-centered culture.
